Office of the Counsel
Welcome to the webpage of the Office of the Counsel at Bronx Community College. We hope that this site will assist in providing you with an understanding of the role of Legal Affairs at BCC and helpful resources, policies, and procedures. The Office of the Counsel is responsible for the interpretation, administration, and compliance with The City University of New York Board of Trustees Bylaws, City, State and Federal Laws, Collective Bargaining Agreements, and with CUNY and BCC policies and procedures. The Office serves as the liaison to CUNY’s Office of General Counsel, Office of Labor Relations, and NYC Law Department on litigation and other matters. Additionally, the Office of the Counsel provides guidance and support to members of the campus community at large.
Among its responsibilities, the Office of the Counsel monitors full time Financial Disclosure Statement Reporting, Multiple Position Reporting, Adjunct Instructional Staff and Graduate Assistant Workload Reporting. We respond to subpoenas, requests that implicate the Family Educational Rights and Privacy Act, Freedom of Information Law requests, and other requests for information or legal documents. The Office may also process temporary employment applications with the U.S. Department of Labor and USCIS for tenure-track faculty in professorial titles and provides free notary republic services to faculty and staff. The Office of the Counsel can investigate various types of internal complaints, represent the College against external complaints, and pursue disciplinary action. We conduct training on ethics, confidentiality, FERPA, honoraria and gifts, mandatory financial reporting through the New York State Joint Commission on Public Ethics, Title IX, information security, and customer service to ensure BCC’s compliance with federal, state, and local laws and regulations.
The Executive Legal Counsel to the President and Labor Designee, Karla Renee Williams, Esq., acts as legal advisor to the President on such legal topics as personnel, litigation, labor and employment law, compliance and contractual agreements, leases and commercial legal matters, medical affiliations, governance, fundraising, immigration, and discipline. As the College’s Labor Designee, she is responsible for managing employee grievances and disciplinary proceedings, advocating for and representing BCC at appeal hearings and arbitration, and collaborating with CUNY to ensure compliance with personnel policies. She is also the BCC Records Access Officer and Ethics Officer.
