Office Of Judicial Affairs
Know Your Rights. Understand the Process.
The Office of Judicial Affairs is here to make sure every member of the BCC community — students, faculty, and staff — understands the standards we share and the rights that protect us all. Whether you need to file a complaint, understand the conduct process, or learn more about your rights, we’re here to help.

How to File a Formal Complaint
Not sure which office handles your situation? Start with our General Campus Complaint page for guidance on where to go.
Filing directly with the Office of Judicial Affairs? A formal complaint can be filed against any active BCC student or organization for an alleged violation of University policy — on or off campus. Complaints can be submitted by faculty, staff, students, or individuals outside the University.
→ Submit a Student Conduct Incident Report
Send your completed form to ana.molenaar@bcc.cuny.edu or visit us in Loew Hall, Room 418.
What Happens After a Complaint Is Filed
Once we receive a formal complaint, here’s what you can expect:
We review it — We assess whether the complaint contains sufficient information to move forward, consulting with college leadership as needed.
We reach out — If the complaint involves a potential violation of University policy, the matter is either resolved through a Mediation Conference or referred to the Faculty Student Disciplinary Committee (FSDC) for a formal hearing.
You have a voice — The person filing the complaint is expected to appear before the FSDC as the accuser, unless the student accepts responsibility and waives their right to a hearing. In some cases, the College may continue to process a matter even if the accuser decides not to pursue it.
Our process follows Article XV of the CUNY Board of Trustees Bylaws and the Henderson Rules.
